This study aims to determine the influence of organizational culture through the application of ASN BerAKHLAK Core Values on the Organizational Citizenship Behavior (OCB) of Ministry of Finance employees. This study describes how employee behavior in the application of ASN BerAKHLAK Core Values to realize stronger OCB behavior in helping others and the organization. The role of the Financial Education and Training Agency (BPPK) in strengthening the character of Ministry of Finance employees is also studied. Direct and indirect training is associated with strengthening organizational culture to realize stronger OCB behavior. In several studies, the use of control variables can help explain the influence of a variable, therefore, gender and length of service were also tested in this study to determine their influence on employee OCB. This research method is a mixed method that combines quantitative and qualitative analysis, with qualitative data as a complement and to clarify the results of quantitative testing. The results obtained from the quantitative analysis are that strengthening organizational culture has a significant positive effect on the OCB of Ministry of Finance employees. While the gender variable does not significantly affect employee OCB and the length of service variable has a positive effect on employee OCB. The results of the qualitative analysis obtained that the organizational leaders have prepared a cultural strengthening program in each unit with challenges including generational differences. Employees have relatively implemented organizational values for stronger OCB. Soft competency training is expected to be expanded and linked to its implementation.
