Abstract

Since the 1998 reforms, Indonesia has been working to overhaul its legal system, including in economics, social issues, politics, and human rights. One main goal is to focus more on public welfare. However, complex regulations and overlaps have become major obstacles. To address this, Indonesia has adopted the omnibus method in its lawmaking process. Despite this, new challenges have arisen due to the large number of implementing regulations. This study evaluates the prospects of the omnibus method in the Ministry of Finance and aims to provide recommendations for legislative reform. The research uses a normative and empirical/socio-legal approach, combining legal analysis with data collection and qualitative analysis to explore how the omnibus method can be applied in the Ministry's lawmaking.
