FAKTOR-FAKTOR KEBERHASILAN PENERAPAN CORPORATE UNIVERSITY SEBAGAI PEMBENTUK LEARNING ORGANIZATION PADA KEMENTERIAN KEUANGAN

Corporate University is one of the strategic approaches in human resource development that focuses on the formation of a learning organization to achieve organizational performance. In the Ministry of Finance, the implementation of corporate university aims to improve employee competence and support the achievement of strategic organizational goals. This study aims to identify the success factors for the implementation of corporate university in the Ministry of Finance as well as the challenges and opportunities faced in the implementation process. The approach used in this study is qualitative, with an in-depth interview method with informants consisting of practitioners, managers of the Ministry of Finance corporate university, skill group owners in the Ministry of Finance, and managers of corporate universities from other institutions. The results of the study indicate that there are important factors that support the success of corporate university in the Ministry of Finance, namely leadership commitment, organizational support, and infrastructure readiness. Another important factor is the quality of the Ministry of Finance's human resources in responding to change, including the existence of strong motivation to change, and the strength of the synergy built by BPPK with all relevant stakeholders, as well as the existence of a corpu blue print that the Ministry of Finance has had from the initiation of Kemenkeu Corpu and the development of corpu-based learning that fits for generation Z. The challenges faced in implementing corpu and its connection with LO development are the engagement of units within the Ministry of Finance towards corpu still needs to be improved, the Ministry of Finance's learning culture has not been optimally developed, there are still HR management policies that are not in line with the implementation of corpu, learning management strategy that needs to be sharpened, there is still resistance to LO implementation measurement, and the need for more serious resource investment to ensure the success of corpu implementation. On the other hand, there is an opportunity to further increase the success of implementing corpu, namely learning at work which has been implemented in employees' daily activities, job demands and competencies that create the need to learn, corpu builds learning habit, corpu develops a collaborative spirit, corpu strengthens the role of leaders as teachers, corpu strengthens knowledge management (Intellectual Assets repository), and corpu has a national coverage and mandatory that that make it legally stronger and has strong urgency to continue to exist.
