MANAJEMEN RISIKO MENGGUNAKAN MODEL INPUT-OUTPUT CARGO X-RAY SCANNER PADA KANTOR PELAYANAN UTAMA BEA DAN CUKAI TIPE A TANJUNG PRIOK: STUDI GROUNDED THEORY

Abstract

Customs risks are increasingly higher with increasing cargo at seaports as a result of growing trade (World Customs Organizations, 2021). Risk management using a Cargo X-ray Scanner machine that is integrated with good electronic documents aims to provide trade facilities (World Customs Organizations, 2016). This integration is expected to be able to answer public demands for the security of incoming goods and improve the quality of customs clearance. The grounded theory qualitative research method was used to assess the application of the risk engine using the Cargo X-ray Scanner machine in customs decisions. The strength of the grounded theory research method is the use of systematic methods with strict techniques and procedures in collecting, analyzing and interpreting data to be developed into a substantive theory that is conceptually used to explain a phenomenon (Bruneta, Price, & Harris, 2022). Kantor Pelayanan Bea dan Cukai Tipe A Tanjung Priok is currently at stage IV, namely the model refinement stage by updating existing information and measuring the level of model effectiveness. Some of the findings related to the input-output model are that input factors have not been evaluated periodically for the effectiveness of the output on a monthly basis, changes in statutory regulations and weighting of input factors have not been determined and agreed upon in the model so that output factors in the form of decisions and assessment of the speed of decision making are still mixed up. impact on trade facilities, especially on the quality of customs clearance.
