Housing affordability is a growing concern in Indonesia, with a significant proportion of the population unable to access market-provided housing or requiring assistance to avoid rental stress. This research builds on methodologies developed by scholars (McDonald, 2001; Rowley et.al, 2017) to create a consistent approach for estimating housing needs in Indonesia to indicate fiscal allocation and simulate policy impacts. This study aims to fill the gap in housing policy studies in Indonesia, where people's needs are less considered in policymaking and rather unexplored topics. The urgent policy response to address housing affordability in Indonesia necessitates a comprehensive approach to understanding housing needs. This research aims to develop a housing need simulation approach to estimate the current and future housing needs of Indonesia. By doing so, it will provide policymakers with the necessary data to make informed decisions on resource allocation and policy development.
